Preamble: Whereas there is great controversy in the United States about ones right to keep and bear arms even though our Supreme Court declared the Second Amendment an individual right guaranteed under the Constitution. The United States government, being strong and united serves its people with divine promise, just power, and effective protection. Being so, it is necessary for such government to provide its people with their guaranteed right to personal protection. The Second Amendment provides the people of the United States the right to keep and bear arms, but individual states have deprived its citizens of such right. These people are endangered and unable to legally pursue an effective means of protection. Being so important to the lives of innocent people it is necessary for the United States to enact such a bill. One should have the right to carry protection regardless of their state location and does not end at school boundaries.
Section I: Allow all law abiding, and mentally competent citizens of the United States of America the right to legally posses personal protection.
Section I-I: Law abiding is defined as a person without a felony record, been convicted of a crime involving the use of a weapon, or dishonorable discharge from the military.
Section I-II: Mentally competent is defined as a person whom is not considered to have a serious mental illness or personal background of uncontrollable anger, alcohol or drug abuse which would endanger their responsibility with a firearm.
Section I-II: Legal personal protection is defined as a registered firearm in which the holder has a legally obtained permit on their person at the time they chose to carry.
Section I-III: In order to obtain a legal permit one must complete a training course, pass a written and physical exam, show mastery in the use of the weapon, and represent responsible attributes in using their weapon.
Section II: Any qualifying person who chooses to carry personal protection may do so in public during anytime of the day.
Section II-I: Because each individual person can best determine when protection is needed for themselves it is their responsibility to choose when and where they carry their protection.
Section II-II: This can only be restricted in locations where there is an ample amount of security already provided by legal officers whom obtain effective means of protection, such as a court house, prison, or police station. This may depend on the sensitivity of the situation or circumstances of a particular environment.
Section II-III: In such locations were concealed weapons are prohibited; posting of such restriction must be in plain sight for all to clearly read and understand.
Section II-IV: Organizations including schools cannot restrict ones right to carry protection unless such association has one person present for every possible entry point in the building that is part of the security system.
